Martinsburg Borough Council Minutes (Spec) – February 27, 2012


FEBRUARY 27, 2012

A special meeting of the Martinsburg Borough Council was held on Monday, February 27, 2012, in the municipal building for the Keystone streetscape grant. The meeting started at 1:00 p.m. with prayer by Randy Stoltz and the Pledge of Allegiance.

ELECTED OFFICIALS PRESENT: President Connie S. Lamborn, Vice-President Doreen Easly, Pro-Tempore Durban D. Metzler, Councilman Edward L. Bennett, and CouncilwomanLinda K. Smith

ALSO PRESENT: Borough Manager Randy Stoltz, Borough SecretaryJane Staily, Chief Kerry Hoover, and Jessica Sheets of GAI Consultants

Jessica Sheets, Project Manager of GAI Consultants, was present to discuss the Keystone Grant streetscape project application that requires a resolution. The streetscape project is focused mainly on the four corners of the town center square. The timeline that Linda Smith had prepared for the last grant application through the Revitalization Committee was used in this grant application also. Key assets of the Martinsburg area were highlighted in the application. Jessica is requesting $100,000 based on what grant monies were already obtained to get the project done. She came up with some opinions of probable costs which are subject to change by tomorrow morning. An aerial map of town center was prepared showing the existing deteriorating sidewalk locations. The American Disabilities Act requires 5-foot sidewalks to allow the passing of wheelchairs.

Council on a motion by Linda Smith, seconded by Doreen Easly, adopted Resolution No. 12-0227-01 authorizing the filing of a proposal for funds with the Department of Community and Economic Development in the amount of $100,000 for completion of a streetscape/revitalization project. The motion passed unanimously.

Council on a motion by Doreen Easly, seconded by Linda Smith, authorized Jessica Sheets of GAI Consultants to submit the application for the streetscape project and to authorize President Connie Lamborn to execute the application once it is complete. The motion passed unanimously.

There could be a contractual agreement with the state for the grant as soon as July 1, 2012. Tentative bid date for the project could be Spring 2013. Jessica also has 7-8 letters of support so far to include with the application and she may be getting more.

A list of possible street names for the roadway to be taken over by the borough located beside the Riverside Market was disbursed to the attending council members. A name for the proposed street must be decided upon at the March meeting so that Attorney Gieg can proceed with the documentation necessary in taking it over as a street.

The meeting adjourned at 1:44 p.m. on a motion by Ed Bennett, seconded by Doreen Easly. The motion passed unanimously.
